Purse Strings of the Republic

This understanding of the “Origination Clause” (as it is sometimes called) was consistent with the manner in which the Constitution was explained in the state ratification conventions. The House of Representatives, according to Article I, Section 7, has sole claim to the proverbial purse strings of the treasury. Article I, Section 9 makes it explicit that any time money needs to be drawn from the treasury, it has to be done subject to appropriation law.
